Outreach channels

How it works: Channel flags are stored on the campaign metadata. When the campaign is published and approved:

  • In-app / Push — targets citizens in the selected region via the notification queue (BullMQ). No credit charge; uses device tokens registered in the citizen app.
  • SMS / WhatsApp — on save, the API checks your organisation's credit wallet (CampaignNotificationPolicyService). If enabled, a broadcast job is queued at publish time and credits are deducted per recipient batch.
  • Citizens who match the region filter receive the campaign in Alerts; RSVP and meet cards use the same campaign record.
